Transport & Marketing Assistance (TMA) Scheme

 

A new chapter 7(A) /scheme is added in the Foreign Trade Policy 2015-20 by the Govt. The Scheme titled “Transport & Marketing Assistance (TMA) will be provided on export of all agriculture Products covered in HSN Chapters 1 to 24 including marine and plantation products, exported to permissible Regions/countries (Regions- West Africa, EU Gulf, North America,ASEAN,Russia &CIS,Far East Oceana,China,South America).

 

Introduction And Objective

The transport and marketing for specified agricultural products scheme aims to provide assistance for the international component of freight and marketing of agricultural produce which is likely to mitigate disadvantage of higher cost of transportation of export of specified a agricultural products due to trans-shipment and to promote brand recognition for Indian agricultural products in the specified overseas markets.

 

Coverage

  1. All exporters, duly registered with relevant Export Promotion Council as per Foreign Trade Policy, of eligible agriculture products shall be covered under this scheme.
  2. The assistance, as notified rates, will be available for export of eligible agriculture products to the permissible Countries, as specified from time to time in Annexure 2

 

Applicability

The Scheme would be applicable for a period as specified from time to time. Presently the scheme would be available for exports affected from 01.03.2019 to 31.03.2020

 

Eligibility Of Products

The assistance will be provided on export of all agriculture products covered in HSN Chapters from 1 to 24 including marine and plantation products expect those mentioned in Annexure 1.

 

Pattern Of Assistance

Assistance under TMA would be provided in Cash through direct bank transferas part of reimbursement of freight paid.FOB supplies where no freight is paid by Indian exporter are not covered under this scheme.

 

Procedure For Availing Assistance Under Scheme

TMA would be reimbursed through Regional Authorities of DGFT.Application for claim of TMA will be made on quarterly basis i.e. for the shipments made in a particular quarter, online claims should be filed within a period of one year from the completion of the quarter in which exports have been made .A physical pdf copy of the print out along with prescribed documents shall be filled manually with RA concerned within 30 days from the date of submission of online application.

 

Documents Required

  1. EP Copy of shipping bill(s) / Airway bill(s)
  2. Commercial invoice
  3. On board bill of lading, in case of shipment by sea
  4. Certificate of chartered accountant (CA) / cost and works Accountant (ICWA) / Company Secretary (CS) as per Annexure A to ANF-7(A) A.
  5. Proof of landing as per Annexure B to ANF-7(A) A.

Exporter may refer to the guidelines / instruction given in Application form before filling online application and submitting physical copy with RA.
