🏢 Introduction
The Haryana IT & ITeS Policy 2024 aims to transform the state into a global IT hub by enhancing infrastructure, fostering innovation, and providing a range of incentives to investors and stakeholders in the IT and ITeS sector.
🎯 Objectives
- Increase Haryana’s annual IT service exports from ₹79,000 crore to over ₹1.25 lakh crore in the next five years.
- Double the state’s annual IT turnover from ₹1.5 lakh crore to over ₹3 lakh crore.
- Create 3 lakh employment opportunities within the state.
- Promote research and development in the IT/ITeS sector through Centers of Excellence (CoEs).
- Boost innovation and ensure holistic development of the IT/ITeS sector across the state.
💰 Financial Incentives
- Employment Generation Subsidy
- ₹48,000 per year per employee for a period of 10 years.
- Applicable to Haryana-based units employing residents with valid ESI/PF numbers and remunerations up to ₹40,000, including those working from home within the state.
- Stamp Duty Reimbursement
- 100% reimbursement of stamp duty on land meant for industrial use.
- Applicable after commencement of commercial production within 5 years from the date of purchase of land.
- Lease/Rental Reimbursement
- Reimbursement of ₹20 per sq. ft. per month or 25% of the actual rent paid, whichever is less.
- Applicable for a carpet area of up to 5,000 sq. ft. for a period of 3 years.
- Units operating in co-working spaces are also eligible.
- Electricity Duty Exemption
- 100% exemption for a period of 10 years.
- Applicable to units in ‘B’, ‘C’, and ‘D’ category blocks.
- Quality Certification Fee Reimbursement
- Reimbursement of costs incurred on obtaining quality certifications like ISO, CMMI, etc., up to ₹5 lakh per unit.
- Reimbursement on Internet Bandwidth
- Reimbursement of 25% of internet bandwidth charges, subject to a maximum of ₹2.5 lakh per unit per year for 3 years.
- Patent Cost Reimbursement
- Reimbursement of 100% of actual filing costs on awarded patents, up to ₹5 lakh per patent.
🏗️ Infrastructure Development
- Fiscal Support for Setting up IT/ITeS/Cyber Parks
- Financial assistance for infrastructure development, including power, water, and road connectivity.
- Stamp duty reimbursement for land meant for industrial use.
- Centers of Excellence (CoEs)
- Support for setting up CoEs in emerging technologies like AI, Blockchain, Big Data, Cloud Computing, and IoT.
- Collaboration with leading industry players and academic institutions to provide mentorship to emerging startups.
🧑💼 Support for Startups
- Top 15 performing startups in Haryana shall receive free incubation space for up to 5 seats per startup in government-owned incubators, extendable up to 3 years based on performance and requirements.
📅 Policy Duration
The Haryana IT & ITeS Policy 2024 is effective and will remain in force for a period of 5 years or until a new policy is introduced.
