🏭 Introduction

The Uttar Pradesh Dairy Development and Milk Products Promotion Policy 2022 aims to transform the state’s dairy sector by encouraging investments, enhancing processing capacities, and promoting value-added dairy products. With Uttar Pradesh being the largest milk-producing state in India, this policy seeks to bridge the gap between production and processing, ensuring better returns for farmers and high-quality products for consumers.

🎯 Objectives

  • Increase milk processing levels from 10% to 25%.
  • Achieve a capital investment target of ₹5,000 crore over five years.
  • Ensure market-based remunerative prices for milk producers.
  • Promote the establishment of milk-based industries across the state.
  • Enhance the quality and availability of processed milk products.

💰 Financial Incentives

  1. Capital Investment Subsidy
  • 10% subsidy on the cost of plant machinery, technical civil works, and spare parts.
  • Maximum limit: ₹5 crore per unit.
  • Applicable for new establishments and expansions (minimum 25% increase in capacity)
  1. Interest Subvention
  • New milk processing units: 5% interest subsidy on loans, up to ₹10 crore for 5 years.
  • New cattle feed units: 5% interest subsidy on loans, up to ₹7.5 crore for 5 years.
  • Technological upgradation within dairy plants: 5% interest subsidy, up to ₹2.5 crore for 5 years.
  • New technology outside dairy plants: 5% interest subsidy, up to ₹1 crore for 5 years.
  • Cold chain establishment: 5% interest subsidy, up to ₹1 crore for 5 years.
  • Expansion of dairy units: 5% interest subsidy, up to ₹2.5 crore for 5 years.
  • Expansion of cattle feed units: 5% interest subsidy, up to ₹2 crore for 5 years.
  • Value-added milk products units: 5% interest subsidy, up to ₹2 crore for 5 years.

🌐 Market Development & Brand Promotion

  • Transportation grant: 25% of actual expenditure, up to ₹20 lakh per annum for 3 years.
  • Export promotion: 20% of Freight on Board value, up to ₹40 lakh per annum for 3 years.
  • Sample dispatch: 50% of unit cost, up to ₹5 lakh per beneficiary.

🧪 Standardization & Quality Assurance

  • Certification subsidy: 50% of fees and testing charges, up to ₹5 lakh for certifications like ISO-14001, ISO 22000, HACCP, etc.
  • Patent/design registration: 75% of fees, up to ₹5 lakh.

Other Incentives

  • Electricity duty reimbursement: For new milk processing units for a period of 10 years.
  • Stamp duty reimbursement: On land purchase or lease for setting up dairy units.

🧑‍🏫 Human Resource Development

  • Training programs on clean milk production, breed improvement, and technical/financial aspects for professionals in the dairy sector.
  • Collaborations with reputed institutions for skill development.

🖥️ Implementation & Monitoring

  • Dedicated portal: For application submissions and monitoring.
  • Project Facilitation Centre: At the headquarters for technical support and data analytics.
  • State-level Empowered Committee: For policy implementation and monitoring.
  • District-level monitoring: Through Udyog Bandhu committees.

📅 Policy Duration

The policy is effective for 5 years from the date of notification (October 17, 2022).
