The Uttar Pradesh Food Processing Industry Policy 2023 is a strategic initiative by the Government of Uttar Pradesh to promote agro-based industries, reduce post-harvest losses, and create large-scale employment. The policy aims to strengthen the entire value chain—from farm to fork—by offering capital subsidies, tax reimbursements, and support for infrastructure and technology.

Incentives under UP Food Processing Industry Policy 2023
1. Capital Subsidy

New Units:

  • 35% capital subsidy on plant, machinery, and technical civil work.
  • Maximum cap: Rs5 crore per unit.

Expansion/Modernization:

  • 25% capital subsidy on eligible expenditure.
  • Maximum cap: Rs1 crore per unit.

Additional 5% subsidy for women entrepreneurs, SC/ST units, and units in Purvanchal & Bundelkhand regions.

2. SGST Reimbursement
  • 100% reimbursement of Net SGST paid to the state government for a period of 5 years.
  • Applicable on sales of eligible food products made in Uttar Pradesh.
3. Stamp Duty & Registration Fee Reimbursement
  • Up to 100% refund on stamp duty paid on land for setting up food processing units.
  • Additional incentives for units in backward regions and Mega Food Parks.
4. Electricity Duty Exemption
  • 100% exemption from electricity duty for a period of 10 years for eligible units.
Interest Subsidy
  • Interest reimbursement of up to 7% per annum on term loans.
  • Maximum limit: Rs1 crore per unit per year for 5 years.
6. Cold Chain & Logistics Subsidy
  • Up to 35% subsidy on setting up integrated cold chain infrastructure.
  • Applicable for cold storage, pre-cooling, ripening chambers, refrigerated vans, and pack houses.
Support for MSMEs & Startups
  • Technology Acquisition Subsidy: 50% reimbursement for adoption of new food processing technologies.
  • Certification Support: 50% subsidy on obtaining quality certifications (e.g., FSSAI, HACCP, ISO).
  • Marketing & Branding Support: Assistance for branding, packaging, and participation in trade fairs.
Benefits for Farmers and FPOs
  • 35% capital subsidy for Farmer Producer Organizations (FPOs) for setting up mini-processing units.
  • Grant support for primary processing and collection centers at farm level.
  • Promotion of contract farming and market linkages.
Focus on Backward Regions

The policy offers extra incentives for investment in Purvanchal and Bundelkhand:

  • Additional 10% capital subsidy.>

Eligibility Criteria
  • Applicable to new units, expansion projects, FPOs, MSMEs, and mega food parks.
  • Units must be located within Uttar Pradesh.
  • Eligible entities must register under the Invest UP portal and submit a detailed project report (DPR).
Policy Validity & Implementation Period
  • Policy valid from 2023 to 2028.
  • Units that commence commercial production during this period are eligible for benefits.
